SEATTLE — Gov. Inslee announced an emergency proclamation to temporarily shut down all bars and restaurants and to further limit the size of gatherings on Monday.

Restaurants will now be allowed to have only take-out and delivery services, but no in-person dining.

The ban also applies to night clubs, theaters, fitness centers and spas, hair and nail salons, youth sporting events and tattoo shops until March 31.

Crowds are now limited to 50 people, down from last week’s decree of 250.

Grocery stores, banks, retailers and pharmacies can remain open under certain public health directives.
