Finalist for County Administrator resigned from two previous jobs

CLALLAM COUNTY – KONP has learned that Dean Brookshier, one of the four finalists in the running to succeed County Administrator Jim Jones, resigned from his previous job as Administrator of Clay County, Missouri .

Brookshier walked away from the position after 9,000 citizens signed a petition to audit their county’s government because of allegations of corruption, a lack of transparency, record tampering and tens of thousands of dollars in penalties the county had incurred after failing to pay it’s bills in a timely way. That audit has not yet been conducted.

In 2017, after asserting he was subjected to a hostile work environment and breaches of his contract, Brookshier entered into a new employment agreement with Clay County.

Under terms of the agreement, Brookshier received a 25 percent salary increase and more operational authority over the county’s administration department. At the time, Brookshier said he would not comment on what hostile work conditions or contract breaches were referenced in the agreement or how his revised salary and work responsibilities were determined. Also in the contract were a number of limitations to county commissioners, including barring commissioners from giving an order to county personnel who are subordinate to Brookshier. Commissioners were restricted from criticizing the administrator’s performance, publicly or in the press, unless a performance evaluation had occurred and the administrator had been made aware of and given the opportunity to respond to the criticism.

Back in 2011, Brookshier was asked to resign, by unanimous vote of his City Council, from his position as City Administrator in Chillicothe, Missouri.
