PORT ANGELES — A fourth victim has come forward with allegations of sexual assault against 39-year-old Josiah Hill, former emergency room surgeon at Olympic Medical Center in Port Angeles.

Hill was back in Clallam County Superior Court on Wednesday and pleaded not guilty to the new charge, in which prosecutors allege he groped and had other sexual contact with a woman in his care while she was under the influence of alcohol and a drug administered by Hill. At least part of the activity was reportedly recorded on hospital surveillance video.

Hill was arrested in July. Shortly after, the Washington Department of Health suspended his license.

Hill is facing multiple charges of indecent liberties-health care provider and second-degree rape. Some of the victims are considered vulnerable because they weren’t able to resist.

In the case of the latest victim, on August 18, 2021, the woman was under involuntary detention as ordered by Hill, without her knowledge, after she had voluntarily sought out medical treatment. Despite her having a blood alcohol level of .404, Hill administered a sedative. Hill did not order a trained observer, which would have been standard procedure for a medical detention.

Court records say that security video shows Hill entering the woman’s hospital room alone multiple times. With the woman in a so-called blackout state of consciousness, they say Hill initiated unreasonable and repeated touching of her breasts with his bare hands and instigated contact with his genital area by placing his body in a position to ensure contact with her hand.

Hill later offered the woman a ride home, which she declined. He then texted her phone, repeatedly asking to get together after she was discharged from the hospital.

On Wednesday, prosecutors pushed back the trial date, believing more charges could come in the near future.
