Clallam County Restricts Virtual Access to Meetings After Disruptions

PORT ANGELES — Clallam County is restricting virtual participation in meetings after repeated disruptions involving racist content and obscene images.

The county has temporarily disabled screen sharing for virtual attendees and now allows public comments only when unmuted by the host.

In a work session Monday, County Administrator Todd Mielke says so-called “Zoom bombers” have exploited the platform’s settings to interrupt meetings.

“Essentially, it happens whenever participants are allowed to share their image or screen. They take over our system for a few minutes, and it usually appears to be a coordinated effort. Individuals join with the intent of using our platform to spread certain images or any commentary that they would like to perpetuate,” said Mielke.

Mielke says, unlike in-person disruptions, stopping online attacks is more difficult.

To address the issue, the county is considering switching to Zoom’s webinar platform for better control or moving to Microsoft Teams. County Commissioners said cost of licensing could factor in any decision.

Despite the challenges, officials say they remain committed to public engagement through multiple formats, including in-person testimony, emails, and paper handouts.
