Sequim – The City of Sequim had until Monday to respond to the Masterplan application submitted by the developer of the planned resort at John Wayne Marina known as Westbay, and we have seen the City’s letter to the Seabrook Company. Basically, the application needs some work before approval.
Seabrook’s plan is to develop a 160-acre property adjoining the marina into approximately 650 homes and multi-family units. The project also proposes up to 30,000 square feet of commercial, office and civic uses such as public parks and trails.
The submitted application was reviewed by the City’s Development Review team, which gave it a “Technically Incomplete” determination as of July 21, 2025.
Some of the issues listed as needing clarification include what they called Quality Control/Internal Inconsistencies, saying there are numerous instances where quality control review is needed.
The City said the SEPA Environmental Checklist also has some inconsistencies, and they’re requesting more complete Fire and Emergency Response details such as fire engine access and hydrant locations.
Separately, the City’s Public Works Department is looking for more complete information on connections to water and sewer, and listed some stormwater, street and traffic impact issues that need more clarity.
