Chain Gang Deputy finds drugs on the ground, multiple arrests and charges follow

PORT ANGELES – A Clallam County jail inmate is being hit with additional drug charges after a Chain Gang Deputy last month found heroin and Fentanyl on the ground near where the Chain Gang trailer was parked.

After Deputy Steve Brooks reported what he found on May 13, Olympic Peninsula Narcotics Enforcement Team (OPNET) detectives  learned from Corrections Sgt. Don Wenzl that they had discovered, through jail phone calls, a conspiracy to introduce illegal drugs into the Clallam County Jail.

They say Jason Roy, 47, was an inmate in the jail and working on the Chain Gang. Jail phone calls showed that Roy had called his girlfriend, Stephanie Dawkins, 32, from the jail and conspired with her to deliver the drugs to an area that he had access to while working outside the jail.

That led to a search warrant for an address on Ranger Road and for the arrest of Dawkins. With the help of the Elwha Police Department, the search warrant was served on the morning of June 6th. While Dawkins wasn’t home at the time, two men, Guy Charles and Markus Barros, were at the house. Both had outstanding warrants themselves and were arrested.

Jason Roy, the man who started it all, remains incarcerated and is being charged with multiple Conspiracy to Deliver offenses. Dawkins (below), is still at large and will likely receive similar charges.
