City of Sequim extends moratorium on Master Plan Applications

Sequim – The Sequim City Council voted unanimously Monday to extend for another 6 months an emergency moratorium on Master Plan Applications until the City’s 2025 Comprehensive Plan is complete, or until July 26 of this year, whichever comes first.

Originally passed on July 28, 2025, the move imposed a six-month emergency moratorium on accepting, processing, and approving applications for Master-Planned Overlays. Most notably, that includes the application of the proposed West Bay development at John Wayne Marina.

At the time of its passing, an attorney representing John Wayne Enterprises, owners of the property where the Seabrook company intends to build, threatened a lawsuit if that site wasn’t excluded from the moratorium. Seabrook officials added to that with a threat to pull the project altogether.

Sequim City Attorney Kristina Nelson-Gross told KONP on Monday that the City has not excluded the West Bay project from the moratorium and, “We have not received a lawsuit or any further communication regarding an intent to file a lawsuit.”

A public hearing was held at Monday’s council meeting in which only one resident spoke. The extension was then approved unanimously by the council.

The moratorium may end before the effective date if the necessary updates to the comprehensive plan and development regulations have been adopted.
