Port Angeles Man Pleads Guilty in 2024 Murder Case

PORT ANGELES A Port Angeles man accused in a 2024 murder case has now pleaded guilty.

Twenty-eight-year-old Marquise Hagans-Moore changed his plea Wednesday in Clallam County Superior Court to second-degree murder, with no sentencing recommendation from either side.

The case stems from September of 2024, when police conducted a welfare check at a home on East Whidby Avenue and found 51-year-old Rebecca Rule-Cowles dead from multiple gunshot wounds.

Investigators say Hagans-Moore admitted the shooting followed an argument inside the home. According to court documents, he later drove to Tacoma and turned himself in, telling police he had killed his roommate.

Authorities say he left the area with two juveniles before surrendering.

The case had been headed toward trial after multiple delays, including questions about competency and pretrial motions.

Under the plea agreement, Hagans-Moore now faces a standard sentencing range of just over 15 to 23 years in prison, including a mandatory five-year firearm enhancement.

Sentencing is scheduled for May 6th at 9 a.m. in Clallam County Superior Court.
